| Since the Real Decreto 9/2005 was published, soil
characterization is required when a potentially
polluting activity is set up, in order to determine its state and
degree of contamination.
Authorities demand carrying out soil surveys in case of expanding,
modifying or closing of such
activities, land-use change, and when an activity is to be set up
on a soil where a potentially
polluting activity has been developed. They are also required prior
to the establishment of all the
potentially polluting activities affected by the law of integrated
prevention and control of pollution.
The complexity of surveys varies from preliminary situation reports
to detailed investigation reports,
all the way to control or monitoring periodical surveys, as well
as additional surveys dealing with
data or detailed analytical characterization (e.g. Type A or Type
B in the community of Madrid).
